Sun Village is one of the many "Black" Towns in America that was established before the Civil Rights era 1954-1965.  Sun Village was established in 1939 by Melvin Ray Grubbs, a "Black" Cherokee National from Oklahoma who was written of as a Negro Lawyer from Chicago.   Mr. Grubbs left his hometown of Cherokee Township #27 in  Oklahoma after the fire bombing and massacre of the Greenwood District of Tulsa, Oklahoma in 1921.

After the Jim Crow era, there was another systemic racist practice called Redlining with the passing of the National Housing Act of 1934 and Federal Housing Administration's (FHA) commissioning of the Home Owners Loan Corporation (HOLC).  Redlining, the discriminatory practice of loans and services based on racial demographic of a neighborhood.  "Blacks" who wanted to purchase property in Los Angeles county were redlined into Long Beach, Watts and Sun Village.

Prior to the land being called Sun Village, it was called Littlerock, a former tribal trading ground.  Littlerock was one of the areas that so-called African Americans were redlined into.  While living there, they suffered many racial attacks.  The neighboring cities of Palmdale and Lancaster (nicknamed: KKKlancaster) were Sun Down Towns back then and many "Blacks" are afraid to speak of the things they have witnessed up to this day. 

We don't know what drew Melvin Ray Grubbs to Littlerock but We definitely know his intent for moving there.  Prior to moving there, he became a Lawyer (in Chicago - UIC) and a Real Estate Agent, Broker and Developer. He purchased about 90% of Littlerock and renamed the area Sun Village.  This is a very significant move that was made by Mr. Grubbs whereas it put a stop to the redlining practice in that area because it was now owned by him.  Grubbs had control of the mineral and water rights to the land and established Sun Village Inc., Grubbs Realty and Sun Village Water and Improvement Co. He also advertised the sale of land with water and mineral rights in the "Black" newspaper, The California Eagle.   

What is also very significant about Mr. Grubbs' purchase was his nationality.  He was an Indian.  And according to the Indian Citizenship Act of 1924, all Indians are Citizens of the United States EXCEPT or, "Provided That the granting of such citizenship shall not in any manner impair or otherwise affect the right of any Indian to tribal or other property."  

Wikipedia states, "The Indian Citizenship Act of 1924, (43 Stat. 253, enacted June 2, 1924) was an Act of the United States Congress that declared Indigenous persons born within the United States are US citizens. Although the Fourteenth Amendment to the U.S. Constitution provides that any person born in the United States is a citizen, there is an exception for persons not "subject to the jurisdiction" of the federal government. This language was generally taken to mean members of various tribes that were treated as separate sovereignties: they were citizens of their tribal nations."

Prior to so-called African Americans being called Negro and Colored, they had various tribal names.  These tribal names were known by many who still had oral or documented history of their nationality from an American Tribal Government.   During the same year of 1924, another Act was passed called the Racial Integrity Act. This Act was passed by the Virginia General Assembly, "the oldest continuous law-making body in the Western Hemisphere, and the first elected legislative assembly in the New World'. (Wikipedia)

The Racial Integrity Act of 1924 One of the Act’s main advocates was Dr. Walter Plecker. He was the head of Virginia’s Bureau of Vital Statistics from 1912-1946 and was responsible for Birth Certificates being issued with a racial designation of Colored for Indigenous peoples. The Racial Integrity Act was overturned by the United States Supreme Court in the 1967 case of Loving vs. Virginia, but it is this form of "Paper Genocide" by the States that gave an inferior identity to the most ancient people on Earth. 

Sun Village was not bombed like Greenwood Tulsa, Oklahoma. Nor was it flooded like Lake Lanier in Oscarville, Georgia. Sun Village was integrated and dealt with a little more wisely than just brute force destruction.  In the early 1960's, the Civil Rights Movement and race consciousness was as widely known as COVID-19 is today.  The world was looking at "Black" America. Sun Village records say there was 90 other Black Towns.  Others records say over 1,000 Black Towns.  What happened to all the others?

When the current administration of Sun Village were sworn in, there was not much information on the founder of Sun Village.  Melvin Ray Grubbs was hardly mentioned when speaking about the history and legacy of Sun Village.  Instead, most people mention Jacky Robinson as the main figure head of Sun Village.  Many will talk about how Sun Village is the home of the first Jacky Robinson Park and how Jacky Robinson was present when the park was given its name.  

There is rich history in the story of the people who lived in Sun Village during the Civil Rights era. Negro League Baseball was one of the main economic engines in separate Black America and there was a major effort to destroy that.  The white baseball leagues were loosing fans as the Negro Leagues became more popular and drawing more attention to the independent Black Towns that some of the teams originated from.  Jacky Robinson was the first to cross the "color line" during segregation.  He was the poster child for integration before Martin Luther King Jr. was.

According to FBI records, Jacky Robinson had been trying to establish a Jacky Robinson Park in Sun Village since 1956.  He was finally able to get the park established in 1965 with the help of Sidney Portier and the Antelope Valley chapter of the National Association for the Advancement of Colored People (NAACP).  The time from 1956 to 1965 were very different.  In 1956, Civil Rights activists were just getting momentum after having a seemingly successful Bus Boycott in 1954 and officially starting the Civil Rights movement in 1955.  But one major thing happened in 1965 that was the catalyst to coercing Negroes into integration. 

The assassination of Malcolm X (Malcolm Shabazz) was one of the greatest events that brought more fear in the Black communities of America.  Martin Luther King had just signed the Civil Rights Act of 1964 and less than a year later, Malcom X was assassinated.  Malcom X publicly advocated that Black peoples need to stay separated as opposed to segregated.  He echoed Elijah Muhammad's words saying that, "the offer of integration was hypocritical". Martin Luther King Jr. after meeting with Elijah Muhammad began to see that he was being manipulated and changed many of his views. He stated that he believed that he, "has integrated his people into a burning house".  While there are many benefits that were received as a result of the Civil Rights Act many Blacks in modern times have expressed the need for autonomy.  Many have questioned the progress made in an integrated society versus having their own Black Towns again.

Sun Village still stands for the protection and advancement of Aboriginal Blacks just as Melvin Ray Grubbs originally intended.   The current administration of the Sun Village Town Council were installed in August 2018 under an executive decision by the then Mayor, Magdalene Lawrence Oghuma who declared the town to be in a State of Emergency.  She appointed Ansar El Muhammad as Mayor of Sun Village and President of the new Sun Village Town Council.  Since that time the council has done the research and voted to reorganize Sun Village into a Tribal Township pursuant to Melvin Ray Grubbs' original intent and implied trust actions.  He wanted to protect his people.  Not just Cherokee's but all his people that used to go under various tribal names before being denationalized.  

One may ask about the slaves from Africa.  Aren't all Blacks slaves from Africa? No. And even if all Blacks came from Africa and enslaved in America, the tribes from West Africa and North America were in treaties with each other and the seat of the authority of those tribes was in Morocco, the first nation to recognize America as a nation.  

Most were miseducated to believe that Christopher Columbus discovered America on accident while looking for a place called India.  However, there was no country called India nor a people called Indians in 1492.  Indian was not a nation until 1947.  Prior to that, the area was called Hindustan.  So what else in the history books is a lie?  Could it be that the reason for all the lies and the name changes in identity was because the the land mass known as USA was really stolen from Indigenous Black Americans?

Ask yourself these three questions: 

1. How many people in your family were slaves from Africa?  

2. Have you ever heard that you had Indian Blood or Indians in your family?

3. What African country has sued in the international courts for the return of their people from America that were taken to be slaves, etc.?

Most so-called African Americans have never heard of a slave being in their family but near 90% will answer that they heard of an Indian being in their family.  Many people from the continent of Africa have never heard of a slave trade to America.  Yes there were some slaves that were brought to America from Africa but the majority of Blacks in America can trace their lineage back to some American Tribe.

The Sun Village Town Council has passed an ordinance to establish a Tribal Court to deal with this Human Rights issue and help "Black" people claim their indigenous heritage and offer tribal protections to other "Black's" who qualify to join a Tribal Government.     

Extended Resident Tribal Membership

Our reorganizing from an unincorporated "Black" town to having a dual jurisdiction as also a Tribal Township, We can extend certain tribal protections to the families of Sun Village (The Villager's), and their relatives.  Furthermore, because of the Original Intent of the founder of Sun Village those tribal protections also now extend to all of Our peoples who are Afro-Descendants of the united States. Melvin Ray Grubbs purchased the land to put an end to redlining in the area (which he did) and to protect the people who were redlined (which he did). He achieved getting Sun Village placed on the world map. The people began to 'self-identify' as "Villagers" and welcomed all those who were recently named Negro and Colored to move to Sun Village, California, the "Black Enclave" as it was described by the Los Angeles Times.

Melvin Ray Grubbs, gave a prophecy about Sun Village. According to his wife, Cleo Ward, he said, "One day, the desert would bloom like a rose". He was talking about growth and protection. We have that protection and We are looking to you for the growth.  With Our structure and your support, Sun Village will be a haven for many generations of people. With this kind of reciprocal aid and assistance the tribal members of Sun Village can benefit by having:

Self-Determined Reparations

The Sun Village California Town Council has decided that Reparations is due to "Black" People in Sun Village and the United States.  This payment is made in many forms and We want to make sure that it is understood what is being repaired in order for Reparations to be paid.  

Before so-called African Americans were enslaved, they were citizens of various Tribal Governments.  An act of genocide called Denationalization was committed in order for the slaves to exist as Negroes, Colored's and African Americans.  Denationalization means that Our people went from being tribal members to private property of slave owners then renamed and presented to the world under a false identity.


Every State, County, City, etc in America deals with "race" issues. Laws often get passed to deal with the "race" problem but they have proven to be ineffective. Every one of the above mentioned jurisdictions have the power to declare that their territories are Tribal Lands that they plan to return back to its original stewards. The Town Council of Sun Village, California is the first jurisdiction in the united States to address the identity of Indigenous Black Americans.    

The Sun Village Town Council, who are all Indigenous Black Americans (Afro-Descendants),  have established a way for so-called African American's to reclaim their tribal status and use it to benefit themselves while more aspects of Reparations unfold.  Start the process by reclaiming your tribal status through the Sun Village Tribal Government.

Sun Village E-Resident Status

The Sun Village California Extended Resident Program is designed as a form of reparations for families designated as Negro, African American and Black who are descendants of those who lived in Sun Village from the years 1939 to present.  The Sun Village E-Resident Program is also primarily for those of said ethnonym who desire to aid and assist Sun Village from abroad. It exist in two ways:

1. The Sun Village E-Resident National (full Nationality status for Indigenous non-inhabitants of Sun Village)

2. The Sun Village E-Resident Non-National (Business status for Indigenous & non Indigenous people)


Upon investigating Red Lining in the area, the Sun Village Town Council saw evidence of it still being present except that the Red Lining today is happening in reverse to keep the population designated as African American from owning property in Sun Village.  Those who do become owners are having their deeds filed in the name of other neighboring towns or cities in efforts to erase Sun Village off the map.   

Mayor El Muhammad has established an E-Residency program for those desiring to be stakeholders and to help bring more support and awareness to Sun Village.  The E-Residency program will allow people to invest, vote and establish business in Sun Village from supporters all over the world.

Due to the injustices suffered by the original people of Sun Village by many documented and undocumented  acts of genocide, domestic terrorism and the recent laws protecting the rights of indigenous peoples, Mayor El Muhammad used his power as Chief to open membership to Sun Village to those people of interest who desire to see a Sun Village Renaissance. 

Mayoral Decree executive order to establish SVEres as a Reparative Act to help repair the plethora of damage to the Aboriginal Indigenous people of Sun Village, California and the united States.

This membership is not a hand-out either.  It is more of a pledge to have more people help strengthen Sun Village so Sun Village can help strengthen the world.  It is a Self-Determined Act of Reparations. Resources are being pooled and are distributing them in the areas of land and home ownership, agriculture and entrepreneurship.
